Executive Board Member Bios

President James Edwards

Captain James C. Edwards is a 23 year member of the Jacksonville Fire Rescue Department. Captain Edwards career has been a mixture of responding to emergencies in the field and serving as part of the department administration team as the Recruitment Officer for Jacksonville Fire Rescue Department.

Captain Edwards has been a Member of Jacksonville Brotherhood of firefighter for 21 years, serving first as a regular member, than becoming sergeant of arms and now the position of President of JBOF.

Edwards hold a Bachelor of Science degree from Western Kentucky University in History with a minor in Recreational Administration. He also hold (3) three Associated degrees from Florida State College of Jacksonville in Fire Science, Fire Technology and Fire Company Officer.

Secretary Anthony Bivins

Anthony Bivins has been with the Jacksonville Fire and Rescue Department for 24 years and has corporate experience from his career before JFRD. He graduated from Florida A&M with a degree in Office Administration and Management.

Anthony Bivins is currently a lieutenant at Tactical Support. He has been a member of JBOF since he started with the department and has been the Sgt. in Arms. He currently the Secretary.

Lt. Bivins has taken part in activities like food drives, community health outreach programs, campaigning for issues in the City of Jacksonville.

As Secretary for JBOF, he wants to keep the door open for more minorities to be hired and advance fairly in the JFRD. He also wants to leave a building that will be a proud part of the JBOF legacy for years to come.

Vice President Terrance Jones

Terrance Jones has been with the Jacksonville Fire and Rescue Department for 21 years and has been a member of the Jacksonville Brotherhood of Firefighters for even longer. He got his first job as a firefighter in Brunswick, Ga. by networking at an IABFF conference. Terrance Jones is currently a Captain on Rescue 50. He also teaches courses at the JFRD Training Academy and the Florida State College at Jacksonville. As a Vice President, Terrance Jones' goals are to complete the renovations to the JBOF Building and to continue the organization's work of ending inequities withing JFRD.

Sergant at Arms Dominique Bartley

Dominique Bartley has been with the Jacksonville Fire and Rescue Department since May 2001. She began her career as a Dispatcher, in the Communications Department. While working as a Training Officer, she obtained her certification as a Firefighter. As a result, she is the first female dispatcher to make the transition from Dispatcher to Firefighter within the JFRD.

Dominique Bartley has been a Firefighter since February 2009 and obtained her certification as a paramedic in 2011.

She has been a member of the Jacksonville Brotherhood of Firefighters since 2007. As a member, she has serves on the Executive Board as both Secretary and in her current position as Sergeant of Arms.
